A Timorese financial company, part of the ETO Group, in its implementation phase with a preliminary licence from the BCTL.
Mata Dalan Progresso, Lda. (MDP) is a financial company incorporated in Timor-Leste, formally registered and holding a preliminary licence issued by the Central Bank of Timor-Leste (BCTL). The company is currently in the phase of building its operational, administrative, technological and internal-control structure, with a view to starting activity in line with the applicable regulatory conditions.
MDP was created to act as a non-deposit-taking financial institution, geared towards responsible financing and supporting economic growth in Timor-Leste. We aim to develop a prudent, professional and technology-supported activity, grounded in sound governance, internal control, client protection, transparency and regulatory compliance.
Structure & current phase
MDP is in the phase of building its operational structure. This phase includes:
- Organising the internal structure and recruiting the essential functions (Management, Risk, Compliance, Operations, IT).
- Implementing the technology systems that support the activity.
- Formalising operational and internal-control procedures.
- Completing the regulatory conditions for obtaining the definitive licence.
MDP is in its implementation phase. It holds a preliminary licence from the BCTL; full operations will begin once the applicable regulatory conditions are met.
